Luggage and camps

The camp is the logistical element of the army. It is optional if the army has a city or more than 2 War wagons, compulsory if it does not. It must be in good ground (except Plow), on the rear edge of the deployment area on its side or on a waterway or at the beach, and should have only temporary structures.
